ABOUT THE LAND DEVELOPMENT AGENCY
The Land Development Agency (LDA) is a key Government Commercial Semi-State Body that delivers social and affordable housing on State and other lands. It is overseen by an independent board of directors and the Government has committed to providing the LDA with €1.25 billion of equity which is drawn as required.
The LDA has commenced construction on various state sourced lands and is currently working on direct delivery projects that can deliver over 5,000 homes. It is also delivering affordable housing by working with the private sector on an initiative called ‘Project Tosaigh’, which will yield a further 5,000 homes.
Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.
Role Summary:
Reporting to the HR Business Partnering Lead, the HR Business Partner supports the delivery of the organisation’s People & Culture Strategy by partnering with assigned business units to provide practical, solutions-focused HR support. The role works closely with managers and employees to deliver key HR programmes, manage the employee lifecycle, and ensure a consistent, fair, and compliant approach to people management. Acting as a trusted advisor, the HR Business Partner helps build management capability, supports employee engagement and retention, and contributes to a positive, high-performing workplace.
Key Responsibilities:
- Act as a strategic HR partner to assigned business units, aligning people initiatives with organisational priorities.
- Build strong, trusted relationships and act as the first point of contact for managers and employees on HR matters.
- Partner with senior leaders to understand business needs and provide practical HR advice to support decision-making and workforce planning.
- Lead and deliver key HR programmes including performance and probation management, talent acquisition, employee retention, compensation and benefits, and HR governance.
- Lead recruitment activities for assigned Business Units, working with external partners to attract and recruit high-quality talent.
- Coach and guide managers on performance, probation, and day-to-day people management.
- Manage the full employee lifecycle, including onboarding, development, engagement, and retention
- Handle employee relations matters in a fair, consistent, and timely manner.
- Support the execution of the People & Culture Strategy. Lead or contribute to HR projects and broader initiatives as required.
- Provide regular updates and insights to the HR Business Partnering Lead & wider HR team, highlighting key issues and proposing solutions.
- Contribute to employee engagement activities to support a positive workplace culture.
- Review and update HR policies and procedures to ensure compliance with Irish and EU employment legislation.
- Support governance activities, including audit requirements, and escalate risks where needed
- Work closely with the HR team, sharing knowledge and supporting overall team effectiveness while ensuring consistent service delivery across The Agency.
- Collaborate, provide guidance and support to HR colleagues and team members where appropriate.
Requirements:
- A bachelor’s or master’s degree in HR Management or a related field.
- Minimum of 5 years’ experience in a similar role.
- Sets high standards of performance for self and others and assumes responsibility and accountability for successfully completing assignments and tasks.
- Workplace skills such as mentoring, active listening, and the ability to drive change.
- Previous experience using HRIS. Experience using Bamboo HR is an advantage.
- Previous experience in Talent Acquisition & ownership of Recruitment Campaigns.
- Excellent interpersonal skills with the ability to work effectively with stakeholders at all levels of the organisation.
Person Specification
- Strategic thinker who is comfortable dealing with stakeholders up to c-suite level.
- Experience working in a public or Semi State body an advantage.
- Experience managing Audits – Internal, External, GDPR etc.
- Ability to work on own initiative with a sound decision making ability.
- Strong attention to detail and excellent organisational skills.
- Ability to manage multiple projects and roll out initiatives in a timely manner.
