[What the role is]
You will be part of the Learning & Development (L&D) team under the Human Resources (HR) Department. You will be the L&D business partner for the Professional Groups in HSA to support the learning needs of their officers. You will be responsible for ensuring the relevance of the functional competency frameworks for the different job families in HSA to support the professional development of officers.

What You Will Be Working On
• Partner Professional Groups to regularly review learning requirements, ensuring their continued relevance. This includes initiating reviews of learning policies and frameworks where necessary, and advising officers on learning policies for both local and overseas learning.
• Plan and deliver induction, orientation, and team-building programmes to support the effective onboarding and integration of new officers. Ensure new hires complete mandatory training requirements under the Career Milestones Training Framework, including tracking and follow-up on completion status.
• Lead and coordinate digital learning initiatives, including the annual cyber security quiz and other digital programmes identified by the AI Digital Workplace Committee. Organise in-house courses and dedicated training runs based on the Digital Training Framework and the learning needs of the Professional Groups supported.
• Manage end-to-end administrative matters relating to learning programmes, including facilitating programme registrations, tracking completion of compulsory training, administering bond and minimum service period requirements, and ensuring the accuracy of learning records and reports. This includes preparing reports on digital learning participation and leading audit matters relating to learning and development.
• Serve as custodian of one HSA corporate credit card, including monthly statement verification. Oversee the procurement of corporate items for new officers, manage LEARN system accounts, and provide operational cover and support for other learning partners, as required.
• Support the organisation of learning events that promote cross-sharing of work-related and functional knowledge.
• Manage scholarship and professional training programmes, where required, to build a sustainable talent pipeline for specialist groups of doctors and nurses in support of HSA’s current and future manpower needs.
• Facilitate the review and management of functional competencies and Professional Advancement Tracker (PAT) reviews, including the identification of critical professional skills, tracking competency gaps, and supporting capability development initiatives, if required.
• Undertake other projects and duties, as assigned.
