We are currently working with a South West based Local Authority who are looking for two HR Business Partners to join their team, one on an interim basis and the other on a permanent basis.
These critical interim roles will partner with service areas and external customers to strategically support the business, provide proactive specialist advice, and lead on initiatives to design and deliver organisational transformation.
Job: 1x Interim HR Business Partner + 1x Permanent HR Business Partner (22.2 hours per week)
Duration: 12 Months for interim
Location: Devon
Start date: ASAP
Rate: £21-£26 per day via Umbrella, Inside IR35 (Depending on experience)
Site presence: Hybrid, may require weekly on-site attendance
Role Details
Partner with functions across the Council, Schools, and Academies to strategically support business outcomes and transformational goals
Act as the first point of contact for internal and external customers, providing consistent, proactive HR advice, guidance, and coaching in line with frameworks and employment law
Manage complex employee relations cases, including attendance management, disciplinary, grievance, capability, and organizational restructuring
Lead HR projects, ensuring appropriate consultation, trade union engagement, decision-making, and implementation processes are followed
Manage TUPE transfers both inward and outward, ensuring all employer and statutory obligations are met effectively
Analyze and present complex information in reports to inform and influence key business decisions
Review, develop, and update Corporate and School HR policies and procedures by interpreting new legislation and conducting necessary research
Design and deliver bespoke training packages and provide professional coaching to managers to develop their people management skills
Requirements
CIPD Level 7 qualification or equivalent demonstrable experience, alongside active CIPD membership
Proven experience working within a Human Resources team providing strategic and specialist advice to managers, schools, and external organizations
Expert knowledge of employment law, legislation, NJC/JNC terms, and Teachers' Pay and Conditions
Strong history of building positive working relationships with Trade Unions, including active consultation and negotiation
Knowledge of GLPC and Hay Job Evaluation schemes with experience undertaking detailed role evaluations
