ABOUT THE LAND DEVELOPMENT AGENCY
The Land Development Agency (LDA) is a key Government Commercial Semi-State Body that delivers social and affordable housing on State and other lands. It is overseen by an independent board of directors and the Government has committed to providing the LDA with €1.25 billion of equity which is drawn as required.
The LDA has commenced construction on various state sourced lands and is currently working on direct delivery projects that can deliver over 5,000 homes. It is also delivering affordable housing by working with the private sector on an initiative called ‘Project Tosaigh’, which will yield a further 5,000 homes.
Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.
Role Summary:
Reporting the Director of Human Resources, the Learning & Development Manager plays a key role in shaping the employee learning experience across the organisation. You will lead the Learning & Development strategy, drive capability-building initiatives, oversee onboarding and performance development processes, and partner with leaders to foster a culture of continuous learning and growth.

Key Responsibilities:
- Lead the end-to-end design, development, and implementation of the organisation's annual Learning & Development Strategy, ensuring alignment with business objectives and workforce needs.
- Drive the annual Training Needs Analysis (TNA) process, partnering with people managers and leadership teams to identify learning priorities and capability gaps.
- Design, deliver, and continuously enhance internal development programmes that support employee growth, leadership capability, and career progression.
- Oversee the annual Learning & Development budget, ensuring effective planning, allocation, and monitoring of expenditure.
- Manage the internal Learning Management System (LMS) and oversee the development of a structured and engaging e-learning offer for the organisation.
- Oversee the full employee onboarding experience, ensuring a seamless and consistent integration journey for all new hires.
- Design and manage the delivery of impactful learning initiatives that strengthen employee capability, performance, and professional development across the organisation.
- Lead the delivery of the annual performance management cycle, including employee training, mid-year reviews, and year-end performance processes.
- Support the ongoing development and implementation of Equality, Diversity and Inclusion (EDI) initiatives in alignment with the organisation's EDI strategy and objectives.
- Manage and support the Learning & Development Coordinator, providing guidance, coaching, and oversight of workload planning and day-to-day activities.
- Work collaboratively with the HR team, providing support and expertise on cross-functional projects and people initiatives as required.
Requirements
- A bachelor’s degree or master’s degree in Learning and Development, HR Management or a related field.
- Previous experience in a similar role required.
- Proven people management experience, including leading, coaching, and developing team members
- Strong attention to detail and excellent organisational skills.
- Ability to manage multiple projects and roll out initiatives in a timely manner.
- Ability to work on own initiative with a sound decision making ability.
- Excellent communication skills, written and oral.
- Excellent interpersonal skills with the ability to work effectively with staff at all levels of the organisation.
