HR and Organisational Development Manager

About the Role
An established and values-driven organisation within the housing and care sector is seeking an experienced HR and Organisational Development Manager to lead the delivery of a high-quality HR and OD function.
This is a senior role with responsibility for supporting strategic objectives through effective people management, organisational development, workforce planning and cultural transformation, while ensuring compliance within a regulated environment.
Reporting to the Head of HR and OD, you will play a key role in shaping and delivering people-focused strategies and fostering a positive, inclusive and high-performing workplace culture.
Key Responsibilities
- Support the development and implementation of the People and OD Strategy, ensuring alignment with organisational goals
- Provide leadership and professional guidance to HR Business Partnering teams on employee relations, culture and change
- Advise and coach senior managers on complex HR and OD matters
- Lead and support organisational development and change management initiatives in collaboration with OD and Business Transformation teams
- Ensure HR policies, procedures and practices remain current, legally compliant and fit for purpose
- Monitor and respond to emerging employment legislation and sector best practice
- Champion Equality, Diversity and Inclusion and contribute to organisational equality action planning
- Support workforce and succession planning activity
- Assist with setting, monitoring and achieving HR and OD budgets, KPIs and activity plans
- Provide effective line management to direct reports, supporting performance, capability and development
About You
You will be a highly credible HR professional with strong leadership skills and the ability to influence at all levels.
You will have:
- A recognised HR qualification (minimum SCQF Level 10 or equivalent)
- Chartered membership of CIPD
- Significant experience in a senior HR or HR & OD role
- Strong knowledge of employment legislation and employee relations
- Experience of organisational change, restructuring and TUPE
- Proven line management and budget management experience
- Experience delivering or supporting organisational development initiatives
Desirable:
- Experience within housing, care or similarly regulated sectors
- Coaching and/or mediation qualifications
- Experience designing HR or OD frameworks, training or reward initiatives
- Knowledge of regulatory environments such as the Care Inspectorate or Disclosure Scotland
