ROLE PROFILE
TITLE: Senior Human Resources Officer (FOR MYANMAR NATIONAL ONLY)
TEAM/PROGRAMME: HR Operations

CONTRACT LENGTH: Fixed Term (6 months)
CHILD SAFEGUARDING:
Level 2: either the role holder will have access to personal data about children and/or young people as part of their work; or they will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore a police check will be required (at ‘standard’ level in the UK or equivalent in other countries).
ROLE PURPOSE:
The Senior HR Officer will coordinate all HR activities in the region (as defined by SCI). This involves coordination, advice and support on all HR matters to the Area Office and each field office within the region. This includes recruitment, induction, performance management, Learning and Development, payroll, audit, policy compliance and advice, HR monthly and specific report, discipline and child safeguarding.
SCOPE OF ROLE:
Direct report to: Senior Support Coordinator
Staff directly reporting to this post: 1 HR Assistant
Direct Reports: Direct management of Area HR staff
• Technical supervision of HR focal points in field office (sub-offices)
Financial Approval: None
External Representation: Regular contact internally with staff at all levels within the area.
• Occasional external contact with local authorities and service providers
Travel (within the area): Frequent (over 6 days per month)
KEY AREAS OF ACCOUNTABILITY:
Coordinate and advise Sub-office or Field Offices within the Area
• Provide quality HR advice and support to field offices with regards to policy compliance and HR practices
• Support and coordinate all recruitment for the field offices within the area, this includes participating in interviews for roles up to Coordinator level
• Ensure to take fully accountable for some C&B function such as leave, medical and conflict benefits for the whole area
• Check all the compensation and benefit matters and give feedback to Yangon HR Coordination team and closely coordinate with sub office under the area.
• Ensure that all staff within the region receive a thorough induction on their role and on SCI practices and procedures, including Code of Conduct and Child Safeguarding
• Ensure filing all national field staff personal files together with all relevant information, retrieve and maintain them systematically and confidentially
• Provide technical supervision and advice to the HR staff or focal points in the field offices. Build the capacities of HR focal points based in the area through training, mentoring, advising, general support and on-the-job coaching
• Ensure that HR staff or focal points in the region have clear work plans and objectives and that they have the right technical knowledge and skills to carry out their jobs effectively and efficiently. This will include regular technical supervision and reviews – including identification of training and support needs.
• Carry out training within the region and coordinate the design and implementation of a Regional Learning Plan
• Ensure that performance reviews are carried out for all staff in the area and are of high quality
• Ensure that HR reporting is accurate and timely for each field office and that all staff receive an accurate salary on a monthly and timely manner.
• Carry out regular monitoring and field support visits to the project offices
• Assist in the dissemination of all relevant SCI policies and procedures ensuring that all relevant staff receive and understand such policies and procedures. These will include any specific donor requirements for programmes managed in the area.
Support and advice to Area Office
• Provide quality HR support (policy compliance, recruitment, induction, L&D, performance management, reporting, coordination of workshop and training) for and with the Area Office
• Coordinate the gathering, analysis and writing up of key metrics and Key Performance Indicators (KPI) for the area.
• Wherever it is needed, build the capacities of non-financial support staff based in the area through on-the-job coaching
• Assist in the dissemination of all relevant SCI policies and procedures ensuring that all relevant staff receive and understand such policies and procedures. These will include any specific donor requirements for programmes managed in the area
Coordination of regional and national HR initiatives
• Set up yearly HR areal plan with support from HR Manager and HR Director
• Participate, coordinate and sometimes lead on discipline/fraud and child safeguarding issues and investigation
• Constant direct communications with the HR and Compliance team at Yangon HO.
• Coordinate the implementation and national initiatives within the area (eg: change of policy, implementation of talent management practices, learning and performance assessments and other initiatives)
• Support field teams in assessing and supporting civil society partners including partner assessment/risk analysis and capacity building
• Provide programme support to staff developing and implementing emergency response programmes in the area
• Perform any other relevant duties assigned by Line manager, HR Manager or HR Director.

EXPERIENCE AND SKILLS
Essential
• At least 4 years’ experience, ideally in an international organisation
• Significant experience in HR and controls with strong analytical skills
• Experience of facilitating training
• Experience of ensuring policy compliance and advising on HR matters
• Strong project management ability
• Bachelor’s degree
• Good English communication skills, both written and verbal
• Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure
• Strong computer skills, in particular strong ability to use word, excel and PowerPoint
• Willingness to travel to field offices (at least once or twice per month) and work in difficult environment according to travel requirements
• At least 2-year experience of people management and proven ability to create an environment which encourages team-working and motivates a team across various geographical areas.
