We’re looking for a Community & Local Employment Lead to play a critical role in delivering our s106 Construction Local Labour Agreement (CLLA) commitments on a major construction project in North Somerset.
Reporting to the HR Manager, you’ll take ownership of the planning, delivery, monitoring and reporting of all CLLA-related activity—working closely with our site-based construction team, contractors, our Belfast-based HR colleagues, and trusted external partners including Councils and Colleges.

You will be the driving force behind our community engagement, local employment and skills initiatives, ensuring we not only meet agreed commitments but genuinely add value to the local area.
This is a highly visible role with the opportunity to influence real change, supporting local people into employment, promoting construction as a career of choice, and championing diversity, inclusion and social mobility.
?? Key Responsibilities
- Lead the implementation and delivery of our client’s s106 Construction Local Labour Agreement (CLLA).
- Monitor and report weekly to the HR Manager, Contracts Manager and People & Culture Director on all CLLA activity, including contributions from contractors, sub-contractors and suppliers.
- Prepare and submit monthly reports to our client and the Council, tracking progress against CLLA commitments.
- Build and strengthen collaborative relationships with external partners such as Councils, Colleges and other training providers.
- Launch and manage community engagement, recruitment and diversity & inclusion initiatives, targeting priority groups including:
- Apprentices
- SEND candidates
- Care Leavers
- Women returners / Women in Construction
- Young people not in education, employment or training (NEET)
- Re-settled populations
- Organise and host site visits, presentations, careers fairs and engagement events for schools, colleges and universities.
- Work closely with contractors, sub-contractors and suppliers to ensure meaningful contributions to CLLA outcomes (e.g. apprenticeships and local employment).
- Represent the company and our client at events, awards ceremonies and PR opportunities.
- Provide career guidance, skills development and mentoring, empowering local individuals to access opportunities within the construction industry.
